If the concrete is loose and powdering, you will want to remove it.

  1. Use a wire brush attached to pole to try to get all the loose concrete off those walls - with this tool, you can move at a good pace. Always wear a dust mask to avoid breathing in any dust. Washing with a power washer and a wet vac is another option, but this will create quite a mess in the form of mud, so do the dry scrape first and remove as much of the loose concrete and powder as you can.
  2. Next, apply a water-based epoxy basement waterproofing coating. This will act as a bonding agent and will penetrate the surface and mix with some of the powder as it is brushed into the walls. It is almost impossible to remove all the deterioration, but applying the penetrating water-based epoxy as a bonding coat will provide a surface on which resurfacing mortar will stick.
  3. Finally, resurface the area with a water-based epoxy mixed with concrete sand mix. Skim this mixture over the surface of the wall. Do all the thin skimming first when the mortar is loose, and the thick crack filling last as the mortar thickens. If necessary, add more concrete sand mix to stiffen the mortar so it will not slump out of the holes and cracks. After skimming and resurfacing, applying another coat of water-based epoxy will result in a nice, clean surface.

This is very labor intensive and not a fun job, but it will help keep the basement walls from keep crumbling.
